With reference to our interview with Bir G. Grandle on
the 9th November last, we have had an opportunity of carefully considering the discussion which then took place with the two gentlemen who came over from Hongkong as representatives of the shipowners concerned in this matter and as a result of what you then said at such interview we should be much obliged if you would at the earliest possible opportunity, on behalf of the British Government, communicate with the Hongkong Government recommending such Government to meet the Shipowners concerned on the question of the War Risk Policies which were not issued by the Hong Kong Government as in the case of the British Govern- ment and the solatium to be paid to the shipowners in this respect would be based on the value placed on the various boata at the time of control by the Local Surveyors who were employed by the Hongkong Government.
